I am new to the DNA arena. I had a 12 marker test completed and I was told that one of my markers DYS390-22 was rare. I guess I would like to know if this is true and if so what makes it rare.

Well it highly depends which haplogroup you are. DYS390 of 22 is the largest at 75% of haplogroup G.  It is only 1% of R1b.  What is your haplogroup?

See http://freepages.genealogy.rootsweb.ancestry.com/~geneticgenealogy/yfreq.htm and look the second block with all the loci entries equal to 390.
