Here is the address for obtaining marriage certificates in Northern Ireland for births and marriages in the Civil District of Newtownards:

The Registrar for Births Deaths and Marriages
Ards Borough Council
2 Church Street
Newtownards
Co. Down
BT23 4 AP

The price for a marriage certificate is 11 pounds. This has to be a United Kingdom Check or United Kingdom money order, as they do not have the option for a credit or debit card.

You can also try the Government Records of Northern Ireland office, which in Belfast:

For persons in the United States, who wish to purchase records, you have 2 options
The first is to join Emerald Ancestors, for a fee, and then you can shop for records, and pay for them by card. I have used this service, and find it quite satisfactory:

Another option is the Ulster Historical Foundation, where you can purchase a variety of records:
